Abstract
This is an essay devoted to the study of the U. S. environmental protection policy from the aspects of structure and function. According to the opinion survey conducted by the Gallup poll in 1970, the American people switched their concern on the pollution problem from the ninth rank in 1965 to the second rank in 1970. The pollution control policy has since then become one of the major public policies at home.

Emphasis of this study is placed on the analysis of (1) historical development of the federal controls on pollution problems and the legislative efforts toward its solutions, (2) the National Environmental Policy Act of I 969, (3) the Council on Environmental Quality, and (4) the Environmental Protection Agency (EPA). Of course, the EPA’s formation process, power structure, organization structure, functional model, budgetary structure and policy evaluation are the main themes of the analysis.

In conclusion, a policy assessment of the U. S. environmental protection policy is made to evaluate its operations of the past years.
