Abstract
The concept of regional integration was from the beginning based on redefining the Post-War German position in the European family and containing communist aggression. Although Britain found herself sharing other European countries' interest in pursuing a peaceful and prosperous Europe, her way of handling political cooperation amongst Western European countries has been different from her partners in the European Union. While her continental partners emphasize transnational establishments, Britain insists on intergovernmental cooperation. If the end product of transnational efforts for other European countries becomes a federal style of the United States of Europe, the target of regional integration for Britain is to bring forth a club of nations with an integrated market.
Regional integration could involve the transition of national sovereignty. As the sovereignty of Parliament has been an undeniable part of constitutional and political development in Britain, whether the British should make a concession to the Union has become a disputable issue of domestic politics during the course of regional integration. Moreover, the issue of “Europe” has divided the public opinion and has even surpassed the party identity. Consequently, any government in power is bound to be seriously crippled.
Why is Britain an awkward partner in the Union? Does the present “half-in half-out” policy best serve her national interest? This article first examines the factors underlying the British policy and then discusses the effect of the “Europe” dispute in British domestic politics.
