摘要
本文乃討論歐盟與美國在WTO架構下之農產品貿易互動關係，以及對WTO及其他會員之影響。歐盟與美國乃兩大農貿大國以及GATT/WTO之主要參與者與談判對手。歐盟與美國農產品貿易政策對於世界市場之農產品價格以及GATT/WTO之政策走向皆有顯著影響力。然而，歐美雙方農貿政策又往往相互對立，引發利益衝突；並有自由貿易、公平貿易或保護主義等理論之不同辯證與運作。本文突顯下列三項研究特色：第一，論文整合了各種與主題相關的學術資料與研究方法，從事深入論證；第二，論文討論國際實質政經整合時代之來臨，以及新世界經濟秩序之建立；第三，論文提出一些實例，證明農業已成為國際貿易糾紛之主要來源。論文並提出一些政策建議，以解決歐美農貿糾紛，並促進WTO體系之穩定與改革。

Abstract
The US and the EU have been the main architects and players of the GATT-WTO trading system. Indeed, there is no shortage of opportunities for US-EU trade cooperation under the GATT-WTO regime. However, agriculture has become the leading area of disputes in the US-EU trade relations. This paper reviews trade policy areas in the US and the EU agricultural sector and their impacts on the GATT-WTO system. In carrying out these objectives, the paper emphasizes the use of appropriate combinations of historical, economic, political and legal analyses. In most cases, each general subject is discussed from both American and European perspectives.

Many US-EU trade disputes in agriculture cover matters on which there is widespread controversy and tension within the entire international trading system. Therefore, the legal approach applied in this paper is also relevant for studying trade policy in general, particulary from the GATT-WTO terms. The main features of this paper lie in the following. First, it brings together and makes use of a very wide range of primary and secondary sources. Second, it pays attention to the economic and political realities within which international trade operates, and to the role of bargaining muscle in securing trading regimes. Third, it justifies these views in a very complex issue of international trade: agriculture. Alternative policy options to reduce tensions and lessen the risks of a breakdown of the GATT-WTO system were considered in the conclusion of this paper.
