Abstract
Spatial planning and urban development policy are vital for capitalist development, and their evolution is one part of integrated political-economic restructuring. Based on this recognition, this paper explores, from political­ economic perspective, their dialectical relationship in advanced capitalist state (Britain) through relating planning thinking and urban policy to the discourse of historical development. The exploration comes up with the conclusion that British town and country planning, housing policy and urban development policy are the dialectical result of social interactions between the state intervention in capital accumulation and class struggles existing within the development process. In this process, the state plays virtually an instrumental and increasingly important role.
