摘要
整體發展是現代組織面對社會變遷與轉型的現實，為了克服各種經營上的困境、維持長期榮景與開拓進取空間，在行政管理上所採取的一項全面性政策整合的抉擇過程。

圖書館整體發展的目的，主要在於慎重考量一切涉及管理上正確的措施，以及複雜問題所面對的衝擊，通盤的尋求因應對策與突破發展瓶頸以求取永續的生存。

近年來由於美國經濟的衰退，圖書館在發展上各種不利的潛藏性問題漸次出現，諸如經費的不足，發展目標的過高，發展策略的搖擺與人力資源的浪費等，均直接影饗其成長與生存。本論文針對以上問題，提出作者本身的看法與建議，作為我國圖書館今後整體發展的參考。

Abstract
According to our study and observations, modern libraries are complicated and influenced by environmental factors. In order to improve library performance, library administrators must recognize the managerial problems and the integral development of the library.

Because of the direct competition with other organizations for scarce resources, the shift in population structure, the impact of innovative technology and new role expectations, this paper aims to analyze the integral development of the U.S. library system with a view to overcoming its future challenges.
