摘要
歐洲共同體對於來自開發中國家之產品,建立了若干特殊之貿易方案。這些方案藉由降低開發中國家輸歐產品之關稅降低或免稅待遇,以促進開發中國家之經濟發展。在這些特殊貿易方案當中,最重要者首推普遍化優惠制度。此外,根據歐洲共同體條約之相關規定,歐洲共同體並與若干開發中國家締結公約及協定,作為對開發中國家實施特殊優惠措施之基礎。其中最完備者即為歐洲共同體與非洲、加勒比海,及太平洋國家所簽定之各項公約及夥伴協定。由於歐洲共同體對開發中國家提供優惠性措施之經驗,頗多值得研究與借鏡之處,故本文擬就此一主題進行探討。
Abstract
The European Community has elaborated upon some special trade programs applied to the products imported from the developing countries. These programs aim at reducing tariffs or providing free duty to products made in those countries to promote economic development. The first and most important of these is the Generalized System of Preferences (GSP). The EC may conclude some preferential arrangements with developing countries pursuant to the EC Treaty. The most comprehensive is the Agreement between the EC and ACP countries. This article aims at discussing the experience of the EC in this regard.
